The International Collegiate Programming Contest (ICPC) is organized every year for the younger generation, especially for university level students. The 45th edition of this event “ICPC World Finals Dhaka” will be held in Bangladesh this time. ICPC is one of the most prestigious and reputable international competitions for solving computer programming problems. Baylor University in Texas, USA is the main initiator of the ICPC.
The ICPC Foundation currently hosts this international contest. The 45th edition of ICPC is organized by the ICT Division of Government of the People's Republic of Bangladesh. The host university of this competition is the University of Asia Pacific (UAP), Bangladesh. The Bangladesh Computer Council (BCC) of the ICT Division is the executing agency for this whole event.
The BCC of the ICT Division organized a special program on Tuesday, March 8, 2022 at the BCC Auditorium, ICT Tower, Agargaon, Dhaka, where Bangladesh has been officially announced as the host country for the “ICPC World Finals Dhaka”.
The Hon'ble State Minister for the ICT Division of Bangladesh Mr. Zunaid Ahmed Palak MP was present as the chief guest on the occasion. The Senior Secretary of ICT Division Mr. N M Zeaul Alam PAA, the President of ICPC Foundation Dr. Bill Poucher and the Vice-Chancellor of UAP Prof. Dr. Qumrul Ahsan were also present at the event.
In addition, among others, the Executive Director and Additional Secretary of Bangladesh Computer Council (BCC) Dr. Md Abdul Mannan PAA and ICPC Deputy Executive Director Dr. Jeff Donahoo were also there at the program.
The Hon'ble State Minister of the ICT Division of Bangladesh Mr. Zunaid Ahmed Palak MP said that the world needs to be conquered with talent. There is no substitute for merit in dealing with the Fourth Industrial Revolution. This revolution must be won by using talent. The purpose of the young generation is to create themselves as problem solvers and not as problem makers. Through this, it is possible to build a safe world.
Referring to programming as a tool to change the world, he said that besides general education including English and Maths, students should also focus on programming education from an early age.
He added that there is no substitute for math and science as well as coding and programming education to bring success in any profession including doctor, journalist. He said our next goal is to build a knowledge-based, innovative Bangladesh. Different programs are being taken and implemented at the initiative of the ICT Division including the establishment of 300 schools of future, Sheikh Russel Digital Lab in the country to build a technology-based, knowledge-rich generation.
The President of ICPC Foundation Dr. Bill Poucher addresses the importance of technology in daily life. He said that ICPC is a competition of the universities for the universities to equip the next generation to build on our strengths. He is hopeful that ICPC World Finals Dhaka will be organized very successfully in Bangladesh.
The Senior Secretary of ICT Division Mr. N M Zeaul Alam PAA said that Digital Bangladesh has always been about the advancement of the country for enabling us to build an equitable society and equitable distribution of resources and services.
Our country can only become greater if you can pass the knowledge we have grown and create more opportunities for the future generation. He added that in this respect, we have taken initiatives nationwide to train and educate to address the problem-solving skills of our youths and students and children.
The Vice-Chancellor of UAP Prof. Dr. Qumrul Ahsan said that ICPC is the premier global programming competition being the oldest, largest and the most prestigious contest related to programming. Since its inception, the contest has risen up to the level of becoming a game-changer competitive educational program.
It raises the aspirations and Standards of performance of generations of the world's problem solvers in computing science and engineering. This is a great honor for the University of Asia Pacific, Dhaka, Bangladesh to be hosting this magnificent event with its full Glory.
This is for the first time Bangladesh is hosting this event and we are only the 4th country in Asia after China, Japan and Thailand to have the honour to host this event. Late National Professor Dr. Jamilur Reza Chowdhury initiated the process to bring ICPC World Finals to Dhaka when he was Vice Chancellor of University of Asia Pacific. That is why the University of Asia Pacific has become the host institution for this event.
Bangladesh has been participating in this global contest as a participant since 1998. Last year, Bangladesh won the honor of being the Asia West Regional Champion. ICPC is organized in 8 regional regions all over the world. This year around 150 teams from 75 countries are going to take part in the final round of this contest.
Over four hundred meritorious contestants will take part in the 150 teams. In addition, the organizing authority expects the arrival of at least one thousand foreign guests, including officials, in addition to the contestants for the 45th edition of the ICPC.
The “ICPC World Finals Dhaka” will be held from 6 to 11 November 2022 at the International Convention City Bashundhara (ICCB) in Bashundhara, Dhaka. An experienced group of 11 representatives of the ICPC core team is already stationed in Bangladesh for the preparation and successful organization of the 45th edition.
The journey of ICPC started in 1970. However, from 1977 to 2017, the Association for Computing Machinery (ACM), one of the largest and oldest organizations for computer science research, was in charge of organizing this contest.
In the beginning, only a few university teams participated in this event. But gradually its popularity grew exponentially, which is currently one of the most prestigious events in international programming competitions. Basically, a university has the main responsibility of organizing the final round of ICPC.
With the approval of the main committee of the ICPC, the university performs all the responsibilities of organizing. However, if necessary, more than one university and the government of another country or another institution can be the co-organizer.
However, in that case, also the permission of the ICPC Foundation has to be taken in advance. It is mandatory to have some basic qualifications to apply to be an organizer. At the same time, in order to implement this large-scale initiative, it is necessary to demonstrate the capability of ancillary infrastructure and some other important issues, including organizational experience.
It may be recalled that the final of the first National Computer Programming Competition (NCPC) was held in Dhaka in 1998 where Hon'ble Prime Minister Sheikh Hasina was present as the Chief Guest.
